The story is set in ancient Kyoto during the early Heian period. Yoshifusa, who is the head of the Hokke that is a branch of the powerful Fujiwara clan, and his adopted heir Mototsune are about to seize power in the Imperial Court.
People are frightened by rumors of “Hyakki Yagyo”, a massive night parade of demons marching through the streets monthly on the day of the Rat and killing anyone who sees them. Ariwara no Narihira, who is the chief of the Imperial Police that is responsible for maintaining public order in Kyoto, vows to solve the mysterious incidents promptly in the presence of the emperor. Narihira has someone in mind who is just right to assist his investigation. It is Sugawara no Michizane, an eccentric young man whom Narihira recently encountered. Michizane, who is the third son of the Kan family that has produced many scholars, has been highly praised for his brilliance since childhood. Although being a student of literary studies at Imperial University, Michizane finds no meaning in studying with mediocre students from noble families. Consequently, he spends his days at home reading books.
One day, Michizane is asked by Narihira for his cooperation to investigate the “Hyakki Yagyo” mystery. Not wanting any trouble, Michizane initially tries to refuse, but ends up joining Narihira’s investigation. In time, Michizane obtains help from Shoki, a competitive female shopkeeper who deals in the import goods from Tang China, and he gradually gets closer to the truth of the mystery. Behind it all, however, there is the greed of those in power swirling, who disguise their misdeeds as the works of demons and specters.
