The setting is India in 1920, as the citizenry grows angry over British rule. Anti-British demonstrations are taking place all over the country.
On the outskirts of Delhi, a riot breaks out over the arrest of Indian activists. English police struggle to hold back the masses pressing forward, until a single man jumps into the fray, captures the ringleader and manages to subdue the violence. His name is A. Rama Raju, an Indian who is also a member of the English police force──and a man with a secret cause.
At the same time, the Gond tribe is living peacefully in a forest in Adilabad in South India. When Scott, the Viceroy of India, and his wife Catherine visit the area, they meet and take a liking to a Gond girl named Malli. In exchange for a few coins, the couple forcefully take her away with them. When the tribespeople begin to weep in sorrow over the situation, Komaram Bheem, a guardian of the tribe and an unyielding hero, decides to take a stand.
The office of the Viceroy learns that the guardian of the Gond is scheming to return the young girl to her people and that he has secretly made his way to Delhi. Word goes out that the police officer who catches this man will be promoted to special agent, so Rama Raju decides to undertake the mission. Rama’s uncle, Venkateswarlu, who is also a member of the British police, is afraid for his nephew. Nobody knows the name of the suspect or what he looks like. To make matters worse, it means Rama will have to arrest a fellow countryman.
The problem for Rama is that even though he recently managed to quell a riot, he did not get a promotion. Arresting the Gond guardian is the only way he can get ahead with his career. His true objective is to become a special agent in charge of weapons management. His plan is to steal an enormous stash of weapons from the English police and use them to protect his homeland from the colonists.
Rama’s father Venkata had been an anti-British activist who once managed to protect an entire village from the British with just a few weapons before he himself was killed in the fight. This left Rama with the mission of arming the entire Indian population and expelling their enemies from the country. To this end, Rama left home and he and his Uncle Venkateswarlu joined the English police force. To his regret, Rama had to leave behind Sita, his betrothed.
Rama manages to remain coolheaded, despite his anguish over needing to get his job done so he can go back home to Sita, who waits patiently for his return. Then one day, Rama encounters a boy caught in a fire on a river bank. As he rushes into the flames with no regard for his own safety, who should he see there but Komaram Bheem. Without speaking a word, the two heroes coordinate their actions perfectly to get the boy to safety.
This fateful meeting is the beginning of a fiercely loyal friendship between Rama and Bheem. The two feel as close as brothers despite neither having any idea of the origins or true objectives of the other. It is not long, however, before Rama realizes that Bheem is the man he is looking for.
Two men, risking their lives to obtain the right to live freely and be respected as human beings. What does destiny hold for them as they move forward? Is it friendship, duty, or perhaps love?
